Steam will automatically update DA with like a 5mb download. In your steam library, right click on DA and go to Properties, then Betas and then select the "achievements-test" beta branch. UPDATE: the beta server are currently down until further notice. There are currently 4 servers running the beta branch and you'll need to connect to them manually as they don't show in the server browser. There are no beta keys, no obstacles, no rules just switch your DA install to the achievements-test branch and have at it! I need people to get in there and test these achievements (as in, achieve them all, or find which ones are broken) before we can make them available on the public branch.
